Board refers proposal to use opioid settlement funds for centralized harm-reduction drop-in center to finance committee

The Dane County Board on June 26 voted to re-refer a subcommittee recommendation to restore opioid settlement funds for creation of a centralized harm-reduction and prevention drop-in center to the county’s Personnel and Finance (P&F) Committee for budget review.
Supervisor Rose, a co-sponsor of the initiative and co-chair of the opioid settlement subcommittee, said the proposal is distinct from the county’s overdose prevention center study and described the recommended harm-reduction center as a non–drug-use drop-in facility intended to provide respite, community-building and support services to people who use substances. The board motion to re-refer the item to P&F was seconded by Supervisor Wegleitner and carried.
Supervisor Engelberger asked whether the language would explicitly prohibit drug use at the center; supporters said that question could be addressed in committee. Supervisor Veldrin moved that the item be referred both to P&F and to Public Health Madison and Dane County; that motion failed for lack of a second. The re-referral to Personnel and Finance will allow additional work on budget numbers and program language before the board acts further.
The resolution under discussion (Resolution 2024-370) originated in a subcommittee that oversees the allocation of opioid settlement dollars. The board’s vote sends the funding request back to P&F to address outstanding budget and program details and to coordinate with county staff.
