Board reviews revised parent, student and staff handbooks; adopts new survey-notice rules

The board heard a presentation from Brandy (district staff) on the handbooks and discussed specific items parents and staff raised during review. Topics included the district’s cellphone rules for students and staff, the handbook’s weapons language (trustees asked for clearer lists of prohibited items beyond a firearm-specific insertion), attendance and coat/jacket guidance for playgrounds, and whether a parental notification about closures/weather could come as early as 6 a.m.
Trustees also debated review timing for two large handbook documents: several members said they received the 96- to 97-page handbooks only days earlier and asked for more time to examine them and suggested redline summaries or highlighted changes in the future. Administration said the handbooks largely reflect prior text and that many changes are formatting or reflect legislative updates. Trustees agreed to continue consideration and to place the handbooks on an upcoming agenda if members have substantive remaining concerns.
Policy action: the board approved revisions to policy 5015 (Protection of People Rights) and 5018 (Parent Involvement in Education Practices), which implement the state’s new requirements on parental notification and opt-out for student surveys and information collection. Administration and legal counsel noted the statutes included emergency clauses, and the board recorded the approval by roll call.
Clarifications discussed: administration said the law requires at least 15 days’ notice to parents before a survey is administered and that certain assessments (for example, NAEP when administered locally) include a three-day opt-out window; trustees asked administration to confirm whether those periods are calendar or business days. Administration also proposed adding links in the online handbooks to the board policies they reference so parents and staff can find current policy easily.
