Carroll County commissioners approved June 26 the use of FY26 "Not in Carroll" funding to continue the county's mobile crisis call-center service and to fund Boys & Girls Club after-school programs that focus on middle-school prevention and youth development.
What the board approved: the board voted to extend funding through contracts managed by Carroll County Health Department and Carroll County government. The mobile crisis call center fields local calls and 988 referrals and triages callers before dispatching a mobile crisis response team during operating hours; commissioners were told the call center handled roughly 1,500 calls in the prior fiscal year. The Boys & Girls Club reported it served about 255 students in the middle-school after-school program in 2024-25 and plans to expand to ensure coverage at every Carroll County middle school in the coming academic year.
Why it matters: county officials described the mobile crisis program as a tool to route mental-health crises to trained crisis counselors and mobile teams, freeing public-safety resources to focus on law-enforcement duties; county leaders said the after-school programs provide mentorship, academic support and substance-use prevention at a critical age. Boys & Girls Club leaders told commissioners they had measurable gains in academics and social-emotional metrics at program sites.
Implementation and funding: the commissioners approved the funding motion during open session and directed county staff to implement contracts for FY26. Health Department and Boys & Girls Club staff said the mobile call center is funded by multiple braided sources and that the county's portion comprised a meaningful share of the total budget for the mobile crisis initiative.
Public outreach and performance: commissioners commended the agencies for program results and noted outreach and partnerships with schools and local service providers. Staff said the county will continue to monitor outcomes, including school performance measures and call-center utilization, and bring updates to the board as appropriate.
