Division seeks county fiscal agents for FEMA high‑hazard dam grants; counties signal willingness

Ben Merritt and staff told the board that the division is progressing on administering FEMA High Hazard Potential Grant (HHPG) awards that require a government entity to serve as fiscal agent for certain nonprofit dam owners. Merritt said four projects needed fiscal agents and staff is working with Rich, Summit, Sanpete and Salt Lake counties to serve in that role.
Merritt said he will present to Rich County on July 2 and to Summit County (tentatively) with engineering partners on July 9; staff reported progress and said county representatives have generally been receptive. Staff emphasized to the board that acting as a fiscal agent does not transfer long‑term operation and maintenance liability for the dam to the county; rather, the county would provide contracting, financial oversight and administrative capacity required by FEMA.
Board members who previously expressed concern about county exposure said the clarification lessened those concerns. Staff will continue outreach and, if counties agree, staff will finalize contracts enabling project closeout and fund disbursement.
Ending: Staff said forthcoming county agreements and pending FEMA approvals are the remaining steps before contracts are executed and funds released.
