Tom (presenter) told the board that sinkholes were discovered near Kolob Dam's spillway in April 2024; subsequent investigation found uplift beneath the spillway that damaged the structure. The state engineer allowed the district to operate that season provided the district replace the spillway by calendar year 2025.
Staff recommended the board commit an 80% grant toward the high‑hazard Kolob Dam spillway replacement, up to $1,200,000 of the estimated $1,500,000 cost. Cox said the committed amount would cover design and construction of the spillway and initial engineering for other outstanding deficiencies, which will be addressed later.
Board members asked why the board provides 80% to governmental entities but 90% for privately owned projects; staff explained statute requires at least 80% for high‑hazard projects and the board historically sets 90% for some private irrigation companies. The applicant (Kolob/Washington County) will be present at the regular meeting to answer questions and to seek committal of funds.
Ending: Staff noted some preliminary contracts for engineering work already exist and that, if the board commits funds, staff will amend existing contracts to reflect the full board commitment for the project.
