San Clemente names Rachel Perez emergency management specialist, strategic plan under way

Rachel Perez introduced herself to the Public Safety Committee on June 24 as the city’s emergency management specialist and said emergency management functions have moved to the Community Development Department.
“I am Rachel Perez. I am the emergency manager or management specialist for the city now,” Perez said, and added that she is working on a strategic plan. Adam (staff) was identified in the discussion as Perez’s supervisor.
Perez described emergency management as an interdisciplinary function that touches multiple departments and said the strategic plan is the main current goal. Committee members welcomed Perez and asked her to present progress as the plan develops.
