Board okays $1.56M REAP2 subaward to Stanislaus Regional Housing Authority for Foothill Terrace workforce housing

Economic and community development staff said SRHA submitted a competitive response to the county’s RFP for the Foothill Terrace parcel and brought a viable project concept. The SRHA plan includes roughly 26 units of small‑footprint homes intended for workforce households; early design work and predevelopment had been completed previously, and the subaward is intended to help cover preconstruction costs, infrastructure connections and to leverage SRHA’s broader capital stack to move the project into construction.
County staff said the REAP2 subaward would help leverage project financing and accelerate a long‑stalled parcel into a housing development targeted at workers. The county noted the funds must be encumbered under REAP2 timelines and that the award would be used in combination with SRHA’s other funding to support construction.
Stanislaus Regional Housing Authority representatives (participating remotely) said units were being planned at about 580 square feet for one‑bedroom homes and that SRHA expects to finalize utility and road connections with county planning and public-works staff. SRHA staff said they may include a mix of for‑sale and rental units to achieve feasibility.
Supervisors unanimously approved the subaward and said they welcome local workforce housing in San Andreas.
