The City of Sunnyvale zoning administrator approved a special development permit on June 25 to allow a child care center, Genius Kids Sunnyvale, to relocate to Unit 1 at 717 East El Camino Real and operate preschool and after‑school programs for up to 70 children.
The permit approval authorizes a 1,400-square-foot outdoor play area, construction of a new trash enclosure and associated site improvements and was granted with the findings in attachment 3 and the conditions in attachment 4 of the staff report. Zoning Administrator George Schroeder said he “can make the required findings for a special development permit” and ruled in favor of the applicant. The decision can be appealed to the planning commission within 15 calendar days.
The project planner, Julia Klein, told the zoning administrator there were no public comments submitted by email or phone and that an updated plan set was posted as attachment 9 after the staff analysis. Ray House, the applicant and architect, and Sula (listed in the staff report as the business owner and operations manager for Genius Kids Sunnyvale) attended the hearing and were available to answer questions. In remarks to the panel, Sula said, “Genius Kids has been serving the Sunnyvale community since 2014.”
According to the staff report presented at the hearing, the applicant will vacate its current Unit 10 space in the shopping center and move operations to the newly built-out Unit 1 after construction is complete. The zoning administrator found the proposed use consistent with the general plan and zoning, compatible with the site and providing a service to the surrounding neighborhood, and approved the permit on the staff‑recommended terms.
No members of the public requested to speak during the posted public hearing for this item. The staff report and attachments (including the updated plan set posted as attachment 9) remain part of the administrative record for the permit.
The zoning administrator's written decision and the staff attachments describe conditions the permittee must meet; the decision summary, applicable conditions and instructions for appeal are available in the project file (File No. PLNG20240826).
