Wayne County approves contract to relocate Merriman Road sewer through Hines Park

The Wayne County Commission Committee on Public Services approved an 18-month construction agreement with Premar Enterprises to relocate a section of sanitary sewer that sits within Hines Park in Westland.
County environmental services staff told commissioners the existing sewer segment, built to 1960s standards and lying on top of the riverbed, must be upgraded to current standards. Patrick Cullen, division director of environmental services, said the county will abandon the existing pipe and relocate the sewer along Hawthorne Drive to remove the utility from the river corridor and to avoid future conflicts for bridge work on Merriman Road.
Cullen said the work is intended to prevent future project delays tied to utility conflicts during a planned Merriman Bridge project and that the county expects construction to begin approximately Aug. 1 with a contractor estimate of about three months to complete the relocation. Cullen said staff expects to finish before the park nnual light festival and specifically stated, "We will not disrupt the light fest."
The project will be disruptive to portions of the park, including a volunteer pollinator garden; Cullen said the county will restore affected park areas after construction.
Elizabeth Ferreira, assistant division director of environmental services, also participated in the discussion. The committee approved the agreement as part of a bundled motion covering items 1 through 11; the clerk recorded "Motion carried." The approval includes an 18-month contract term with a three-month option to renew for completion and closeout work.
