County approves $574,430 contract for Clatsop County Fairgrounds roof rehabilitation

The Clatsop County Board of Commissioners authorized execution of a $574,430 contract with Pacific Tech Construction Inc. for phase 1 roof rehabilitation at the Clatsop County Fairgrounds.
Fairgrounds Manager Kyle Sharpsteen told the board the exhibit hall roof has been leaking and that a consultant prepared an assessment and prioritized repairs. Phase 1 covers the exhibit hall; future work on the arena will be considered in later years. The fair board previously approved projects over $30,000 as required by an MOU between the fair board and county.
Bids for the project produced four responsive offers; one additional bid was rejected for failure to meet specifications. Pacific Tech submitted the lowest responsive bid, which initially exceeded budget; staff and the contractor performed value engineering (changing stainless gutters to coated metal and altering downspouts) to bring the scope within the county budget.
Sharpsteen said the county expects to use a Business Oregon grant of $277,000 (from statewide fairgrounds funding) and expects additional energy-incentive funds for insulation work included in the project. The board moved and approved authorization for the county manager to execute the contract with Pacific Tech Construction for $574,430; the motion carried by voice vote.
