Clatsop County board approves application to redesignate Clatsop Enterprise Zone

The Clatsop County Board of Commissioners voted to authorize submission of a redesignation application for the Clatsop Enterprise Zone to Business Oregon.
County Manager Don Boone and Enterprise Zone manager Kevin Leahy told commissioners the Clatsop Enterprise Zone was established in February 2015 by the city of Astoria, the city of Warrenton, the Port of Astoria and Clatsop County. Since 2015 the zones have reported roughly $75,000,000 in private investment and 135 new jobs, the county presentation said.
Staff noted the enterprise zone is subject to a 10-year sunset on June 30 and that the redesignation process requires consultation with potentially affected jurisdictions and the local school districts. One requirement for applicants under the zone is that jobs created must pay at least 130% of the county average wage; staff stated that threshold is roughly $60,000. County staff also said the zone’s boundaries were adjusted within Astoria to meet state criteria.
Kevin Leahy said the Port Commission, Astoria City Council and Warrenton City Commission each voted unanimously in support of redesignation. The board approved a resolution authorizing the submission of the redesignation application to Business Oregon; the motion carried by voice vote.
