Commission forwards approval for larger Park East unit to county manager; applicant cites brewery history for missing second floor

The Snyderville Basin Planning Commission voted to forward a positive recommendation to the county manager for an amendment that would add an interior second level inside Park East Business Community Condominium Unit 42.
Planner Laura Kurmeier told commissioners the proposed work would add about 9,000 square feet within the existing shell, with no change to the exterior height or façade. Staff said there were no public comments and recommended approval.
Justin Keyes, representing the unit owner Steve Stanton, provided historical context: he said the building was originally designed to house Park City Brewery and the second-floor space had been omitted because the brewery’s configuration made that level unnecessary. Keyes said later buyers repurposed the units; his client operates an automotive-related business in an adjacent unit and is now seeking the interior second level for his space.
Commissioners asked whether code or the condominium plat would have prevented these floors at the time the condominiums were recorded; staff told the commission that the original plat anticipated the potential for additional levels in some units and that the current code does not include different criteria that would have prevented the earlier configuration. After a brief public hearing with no speakers, the commission moved, seconded and unanimously passed a motion forwarding a positive recommendation to the county manager according to the staff report’s findings, conclusions and conditions.
The county manager will next consider the recommendation and the staff report.
