Interim administrator reports HVAC repairs, hires new finance director and previews Scout Motors progress

Town Administrator Mr. Driggers told the Blythewood Town Council on June 23 that repairs to the manor's rooftop HVAC units resolved performance issues and deferred a planned $100,000 replacement, saving roughly $99,000 in appropriation at this time.
"We made those repairs for about a thousand dollars. And so I think saving $99,000 is a good day's work," Mr. Driggers said, and added the town will install smart thermostats and reissue requests for proposals for routine HVAC service on a month-to-month basis. He said funds originally appropriated for a full system replacement will remain in the capital improvement fund as a reserve for future major system needs.
Driggers also announced the town has hired a new finance director who will begin work before the current director Julie retires in July; the council received additional information about the hire in executive session. He said staff expect overlap and cross-training between the outgoing director and the new hire to ensure continuity.
On the Scout Motors project, Driggers said construction is progressing with substantial earthwork under way. He described an interagency Blythewood Committee created to address community questions and coordinate project communications; town review of preliminary landscaping plans for the entry on Blythewood Road is underway and the developer has cooperated in plan submittal and inspection coordination.
Driggers told council the budget document contains a provision moving the town to a cashless system for manor reservations and similar transactions for reasons of accountability and transparency, with exceptions available subject to the town administrator's approval. He said card and check payments will still be accepted and merchant fees are passed through; staff said they will continue to accept cashier's checks or bank checks where appropriate.
The administrator also presented the monthly financials (as of May 31) for council review, reporting revenue of $4,590,957.64 and expenses of $6,277,305.24; Driggers said the higher expenditures reflect use of capital and special funds and do not indicate an operating shortfall.
