Committee moves annexation petition for 5.09-acre Frank parcel to council; measure passes 6-1

The Gallatin City Council Committee on June 24 moved to send a resolution to the full council that authorizes property owner Frederick Frank to submit a formal application to annex a 5.09-acre parcel (tax map 114, parcel 043) into the city. The committee vote to forward the resolution passed 6-1.
City Planner Brian Rose described the Frank property as a “county island” just east of Highway 109 and south of Highway 25. Rose said the applicants listed on the petition are Matt Harris and/or Cal Gentry, who will act as agents for the owner during the formal application process. He summarized typical municipal reasons for annexation, including unified planning, extending municipal services, and orderly growth.
Vice Mayor Hayes moved to forward the resolution; Councilman Fennell seconded. During discussion, Councilman Chant said he could not support forwarding the application until the city’s plan of service issue is resolved: “I know you're working on it to fix that, but until you're on that fixed, I can't vote yes for it,” Chant said, and registered the lone vote against the motion.
Staff told the committee that if the resolution is approved by the council, the applicant will submit a formal application and city staff will return with a more detailed review, recommended service plan and any necessary zoning considerations.
Next steps: the full city council will consider the annexation resolution. If the council approves the authorization, staff will perform a formal review of the parcel, prepare the plan of services for council consideration and report back with findings.
