Carson EIFD staff reports dozens of projects moving toward completion; council members raise traffic, fast‑food concerns

City of Carson staff told the Carson Enhancement Infrastructure Financing District (EIFD) Public Financing Authority on June 23 that multiple residential and industrial projects within the district are moving from approval to construction and completion, producing expected incremental property tax revenue for the EIFD.

In a presentation, James Wynne, manager of special projects for the city, said the EIFD—s base year (2023) included about 322 acres of development; that has increased to about 325 acres with 20 additional acres approaching development in 2025. Wynne said completed projects in the district now include Carson Landing (175 residential units), an In-N-Out restaurant, a Starbucks, and several warehouses including Panatone, Centerport, Sandhill and an Alondra warehouse. Under construction projects listed were the Envision Carson mixed-use development (described on the slide as roughly 1,100 units), Carson Lofts (19 units), Brookfield Warehouse (about 430,000 square feet), an LA T 220 Third warehouse (124,000 square feet) and Birch (32 units).
