Multiple trustees said they had expected to receive Chris’s draft document for review. Trustee members asked whether Carla’s involvement was limited to legal review or whether she was also doing organizational edits and preparing a public-facing response-to-comments document. Carla said her role as village counsel includes ensuring the code is procedurally correct and that the supplemental document she volunteered to prepare would support public understanding and aid her legal review of the code.
"As counsel to the village, it's my job to use my legal knowledge to make sure that the code that you have ... the comments that were created ... are addressed," Carla said. She added that the responsive document would help the board and the public trace comments to proposed code language.
Trustees discussed internal deadlines and next steps. The board agreed to aim to provide comments on an updated draft by July 8, with a follow-up meeting to reconcile comments the week of July 21 if needed. Trustees said they would try to get comments in advance so Chris and counsel could incorporate them before the next public hearing stage. Several trustees noted concern about legal fees and asked that hours and roles be clear going forward.
Carla said she would step back if the board preferred to limit her involvement, but she also said completing the handoff from Chris and creating the supplemental public document were part of the work she expected to do as counsel.
Trustees asked staff to circulate the working document and track changes so members could distinguish new edits from older ones. Several trustees said they would post comments in the tracked document and follow up with staff about scheduling and attendance for July meetings.
