Franklin County commissioners approve vehicle purchase, plats, rezoning and workforce agreement

The Franklin County Commission on June 25 approved several routine items including a vehicle purchase for Community Corrections, two final plats, a rezoning tied to a boundary-line adjustment and the county’s continued participation in Local Workforce Development Area 1.
Community Corrections asked to purchase a 2025 Ford Escape from Bald Mountain Ford for $31,491.50, with a $1,000 trade-in allowance for a 2009 Ford Fusion that has been driven nearly 110,000 miles. The purchase price includes a seven-year service agreement and will be paid from unexpended fiscal year 2025 grant funds that do not carry forward; the commission approved the purchase. The motion to approve was made and seconded during the meeting; commissioners who recorded “yes” on the roll call included Commissioner Wehmeyer, Vice Chair Meador, Commissioner Dickinson, Commissioner Stoudemire and Chair Harris.
The commission accepted the final plat for Harris Acres (commonly cited as 2250 Old Highway 50, about 1.25 miles southwest of Ottawa), two parcels of roughly 3 acres and just under 6 acres. Staff and the planning commission recommended approval; the motion passed with Chair Harris recorded as abstaining from the minutes for that vote.
The commission also accepted the final plat for Zeke Estates (3367 Reno Road, roughly 3 miles northwest of Ottawa), two parcels of about 15 acres and just under 30 acres; staff and the planning commission recommended approval and the motion passed.
A rezoning application (2502-0036) for property commonly known as 2863 Montana Road was approved. The applicant is completing a boundary-line adjustment to add a narrow sliver to a smaller property so that an existing tree line on the adjacent larger parcel (about 140 acres) will be protected. Staff and the planning commission recommended rezoning the added sliver to the RE district; the commission approved the rezoning.
The commission approved renewal of the county’s participation in Local Workforce Development Area 1, a procedural action needed for eligibility to receive funding under the federal Workforce Innovation and Opportunity Act (WIOA). A county official noted that the county’s chief elected official board must sign the agreement to remain eligible for WIOA funds.
The consent agenda — which included approval of the June 18 commission minutes, bad-debt adjustments for specified periods and an updated fee schedule for the Franklin County Health Department — was approved. The minutes record an abstention on the minutes by Chair Harris.
No ordinances or contested land-use appeals were decided at the meeting; most items were routine approvals recommended by staff and the planning commission.
