City finance staff presented a required public hearing on possible uses of state shared revenue and reviewed the proposed fiscal year 2026 budget before the council.
Finance Director Jeff opened the public hearing on the city’s annual state shared revenue reporting requirement, saying the hearing is required each year and that the funds are unrestricted. He noted the city has in the past used state-shared revenue for community grants and earmarked some for events like the July Jubilee.
Jeff then presented the FY26 budget resolution (identified in the work session packet as Resolution 3367) and said the Finance Department needs the resolution to adopt the budget and get spending authority for the coming fiscal year. He told the council there were no changes to total budget amounts after review by the budget committee, but staff reallocated $6,000 from general-fund contingency into the city-council budget for travel and moved a small contingency amount into the finance department to support a paperless accounts-payable rollout. Jeff described the total as the entire citywide budget — general fund, special revenue funds, reserves and so on — and used the phrase “50‑some million” in describing the scale. He reiterated that the resolution would adopt the budget and make appropriations for the year.
For the North Bend Urban Renewal Agency (URA), finance staff said the URA resolution (Resolution 71 in the packet) reflects no changes from the budget committee and noted the URA would not levy taxes this year because the agency is undertaking an under‑levy; staff said under‑levy letters were sent to affected districts and no responses had been received by the time of the work session.
No budget adoption vote took place during the work session; the presentation and public hearing were preparatory to the formal votes scheduled for the council’s upcoming meeting.
