The council adopted the consent agenda by a single motion. The consent package included seven items: approval of the 06/09/2025 minutes; resolution number 5885-25 amending the FY2024–25 adopted budget; resolution number 5889-25 updating personnel services for non-represented employees for FY2025–26; resolution number 5890-25 extending workers' compensation insurance coverage to volunteers; resolution number 5891-25 adopting the 2026'2030 Capital Improvement Plan; resolution number 5892-25 authorizing the city manager to execute an intergovernmental agreement to participate in a broadband users group; and resolution number 5894-25 authorizing a project funding agreement with Energy Trust of Oregon for a micro-hydro turbine at the Twelfth & City Offices (TCS) site. The consent agenda was adopted without items pulled for separate consideration.
In separate business, the council completed three readings and adopted Ordinance No. 1450-25 to set the core area parking district tax rate for fiscal year 2025–26 at $209.36 (staff described a multi-part formula that yields the rate). The ordinance passed with recorded affirmative votes.
The council also adopted Resolution No. 5887-25 amending city utility rates (water, sewer, stormwater, road and parks utility fees). Staff reported that the water rate will increase 12%, the sewer rate 8%, stormwater 3% and the road utility fee by an indexed 8.32%; the average residential monthly bill was described as increasing by $7.27 to $117.50 per month. The resolution rescinded the prior year's resolution and incorporated informational system-development-charge figures; council vote recorded adoption.
Council adopted a resolution (listed in the record as resolution number 5890Three-twenty5 in the transcript) calling on Clean Water Services to take specified actions. A Clean Water Services representative, Joe Gall, attended and said the agency supports the council's direction and would plan additional presentations and an elected-officials briefing in September.
Finally, the council confirmed advisory-board appointments recommended by the Council Committee on Advisory Appointments: Matt Kilmartin, Patricia Parsons and Keith Hancock and Kylan Hohner to the Architectural Review Board (terms expiring June 30, 2027), and Brenda White to the Arts Advisory Committee. The motion to accept the committee's recommendations carried.
