Kootenai County approves $100,000 juvenile clinician funds, airport ramp use and other routine contracts

Kootenai County commissioners on June 24 approved a package of routine contracts, grant applications and payables that included $100,000 in state pass-through funds for clinician services at the juvenile detention center, extensions of airport facility agreements for fire season use, approval of payables totaling $3,241,950.64 and several administrative items.

Pass-through clinician funds Director Eric Sheffield asked the board to approve the county's annual clinician program agreement with the Idaho Department of Juvenile Corrections. "Approving this agreement will provide $100,000 in state funds to financially support clinician services for the juvenile detention center," Sheffield said. Legal review was completed, and the board approved the agreement by recorded vote.

Airport facility agreements for fire season Airport manager Kim Stevenson presented two airport-related agreements. - Northern Lakes Fire Protection District: Stevenson said this is the third amendment to the facility use agreement and requested an extension "until the June in 2030, because of the success of the the district being situated in that building." The board approved Amendment C to extend the arrangement. - Idaho Department of Lands (IDL) West ramp agreement: Stevenson said the county modeled the IDL agreement from its Forest Service contract and described a weekly ramp-space rate plus a per-aircraft-per-night rate. "The period of performance is June 25 through October 20, and currently would be, 5 aircraft, fire boss and helicopters," Stevenson said. County and state legal reviewers had reviewed the agreement; the board approved it.

National Night Out and vendor insurance Deputy Doug Goodman presented a board approval request for a National Night Out agreement and city event application. Goodman said staff were requiring vendor insurance and would use the county's standard vendor agreement template. "So we're just looking for approval of the national night out, support agreement," Goodman said. The board approved the agreement pending signed vendor agreements and proof of insurance.

Payables and procurement The board approved payables for the week of June 16 through June 20, 2025, in the amount of $3,241,950.64. Building-and-grounds director Jeff Fuller requested approval of a quote from DeVry's Moving and Storage to assist departments relocating into the new Justice Building; the board approved the request.

Historic Preservation grant application Courtney Beebe presented a proposed grant application to the Idaho State Historical Society community enhancement program. Beebe clarified the applicant and funding source: "it's with the Idaho State Historical Society ... The community enhancement grants are from, state funds ... As you are aware, we have budgeted for the fiscal year, coming up $5,000 for a photograph exhibit for the Justice Center." The county will apply for $2,500 from the state program and use the $5,000 already budgeted as the project amount; Beebe said no federal funds are involved. The board approved submitting the application.
