Andrew, a staff member who presented the resolution, told council the role is necessary because the project will be executed with multiple prime contracts (site, mechanical, electrical, plumbing and a general contractor) and the city needs a third-party agent to oversee scheduling, coordination and contractor accountability. "There is a deadline by which they have to be used, which is December 30 first of 20 26," Andrew said, referring to the American Rescue Plan Act funds being used for the project.
Bids for construction were out at the time of the meeting and closed June 26, Andrew said; staff expected to return with bid numbers and recommendations around the July 23 council meeting with the hope of beginning construction in late summer or early fall. Council and staff discussed the compressed timeline and the importance of an independent construction manager to keep the project on schedule and to provide third-party oversight separate from designers and contractors.
Staff described New Road as a firm with relevant municipal construction experience in Delaware County, including project management of a school project in Clifton Heights. Council members asked whether the city's engineering firm, Colliers, could provide the service; staff said Colliers had not bid on full construction management and would remain involved in engineering and inspection roles.
Resolution 77 was presented for final passage on the agenda; the meeting record contains discussion and recommendation but does not show a final vote during the deliberative meeting.
