Resident urges Tulare County supervisors to review LAFCO approvals of water-district boundary changes

During public comment at the June 24 meeting, Lindsay resident Trudy Wishman asked the Tulare County Board of Supervisors to place two LAFCO decisions on a future agenda for fuller review. Wishman said she is contesting LAFCO approvals that expanded land within California water districts by over 100,000 acres between September 2024 and March 2025 and specifically named the Atwell Island Water District annexation and the formation of a consolidated water district along the Cahuilla River trace.
Wishman argued California water districts — unlike irrigation districts, she said — have governance structures that can favor absentee corporate agribusiness and investment firms and can "undermine local governments and local needs," including flood management and aquifer pumping controls. She said she has exhausted administrative remedies available to protest the approvals and that three county supervisors serve on LAFCO as commissioners.
"LAFCO's boundary decision processes are designed to ensure reasonable land use changes regarding urban growth. But the projects I'm contesting are not just land use decisions, they are critical water use decisions with large implications beyond their district boundaries as well as within," Wishman said. She asked the board to place the matter on a future agenda so she could present more materials.
Chair Vanderpool acknowledged the comment and the speaker provided contact information via a letter included in the board packet. There was no follow-up action taken at the meeting; Wishman asked for the item to be scheduled for board consideration at a future meeting.
