County introduces ordinances to raise equipment capitalization threshold and update public contracting thresholds

The Tulare County Board of Supervisors introduced two ordinance amendments on June 24 to align county purchasing and property-inventory rules with federal and state updates.
General Services Agency Director Brooke Sisk introduced purchasing staff Maria Lopez to present proposed changes. The first ordinance would amend section 1-35-1010 of the county ordinance code to increase the county’s equipment capitalization threshold from $5,000 to $10,000 for equipment acquisitions made on or after Aug. 7, 2024, reflecting Office of Management and Budget guidance in Title 2 of the Code of Federal Regulations, which raised the federal equipment threshold for federal awards beginning Oct. 1, 2024. Maria Lopez told the board that California Government Code section 24,051 (as cited in the staff presentation) mandates annual inventory filings for county property, and the ordinance change is intended to align local reporting with the auditor-controller’s updated capital-asset procedures.
The second ordinance would amend section 1-03-1285 of the ordinance code to update public project contracting authority and revise stated dollar thresholds used for no-bid and informal bidding under the Uniform Public Construction Cost Accounting Act (UPCA). Lopez said amendments to the state Public Contract Code raised thresholds: the no-bid (non-competitive) threshold rose from $60,000 to $75,000 and the informal bidding threshold from $200,000 to $220,000. County staff proposed updating the ordinance to state the current dollar amounts to provide clarity for staff and vendors.
For both items the board found the title was included in the published agenda, that full copies were made available, and set adoption of both ordinances for July 8, 2025. Supervisor Valero moved to introduce the first ordinance, seconded by Supervisor Townsend; Supervisor Shucklian moved the second ordinance, seconded by Supervisor Valero. Both motions passed unanimously.
