Riverdale planning commission forwards site‑plan code amendments to city council

The Riverdale City Planning Commission on June 24 voted to forward a positive recommendation to the Riverdale City Council for proposed amendments to Riverdale Municipal Code Title 10, Chapter 25, Section 5, which govern site‑plan review and approval.
Brandon Cooper, community development staff, summarized the package of proposed text amendments and explained the main changes. The code revisions remove references to a separate “preliminary” site plan so the commission and council review a single site‑plan submission; reduce required paper copies from eight to three plus one digital copy; move initial submission and administrative review to the community development director; and clarify the distinct roles of the planning commission and city council in making recommendations and granting final approval.
Cooper said the draft also preserves a one‑year expiration for a final site plan, retains the planning commission's authority to grant extensions before that expiration, and adds a new provision allowing the commission to reapprove an expired final site plan under limited conditions. Reapproval could be based on the ordinances and standards in effect on the original approval date provided the applicant submits a written explanation and the commission finds that reapproval would not compromise public health and safety or conflict with the general plan. Cooper said the language is intended to give the commission discretion while allowing reasonable continuity when projects are delayed.
Commissioners discussed the change briefly and described the revisions as making the review process clearer and more flexible. No public comments were offered during the public hearing on the item.
Commissioner Anderson, Mister Henstra, Commissioner Knight, Commissioner Paulson and Commissioner Paul Thorpe were recorded as voting in favor when the roll was called. The chair declared the motion to forward a positive recommendation to council carried.
Earlier in the meeting, the commission approved its minutes from the June 10 regular meeting and work session; the motion to approve carried unanimously on voice vote. No amendments to policy or final site‑plan approvals were enacted at the meeting; the code amendments now proceed to the city council for final action.
