Code enforcement staff and Quinones described the property history: utilities were disconnected in 2019, the owner purchased the property in June 2022 and said he has since stripped the interior to the studs and replaced the roof. Quinones said he has been financially strained but is working with a professional to produce plans and pursue permits.
Council members said they were sympathetic but emphasized the neighborhood impacts of a boarded, vacant house and urged clear progress. Staff recommended the owner obtain a remodel/building permit to start the inspection and timeline process; code enforcement suggested 30 days for the permit and then the typical six-month timeframe for completing permitted work.
The council’s motion continued the matter to the first meeting in August; if a building permit is not issued by July 31 the matter will return to the council for further action, which could include abatement or demolition and lien placement. Council members encouraged the owner to work with planning and building staff for support through the permitting process.
