At the start of the public hearing the mayor invited comments from the public; the assembled audience did not offer in-person comments and one audience member said they had not reviewed the proposed budgets. With no public comment, the council closed the public hearing by roll call. A later motion on the agenda moved votes on the two budget resolutions to later in the meeting because the council intended to discuss a related matter in closed session that might affect which budget year certain items should be recorded in.
Council members said the first budget item referenced an amendment to the 2024 budget and that both the 2024 amendment and the 2025 proposed budget would be voted on after the closed session so council could resolve confidentiality or personnel-related details first. No final budget adoption or amendment was recorded during the meeting.
