Board approves $3 million appropriation for LIV Golf event after staff explains state grant timing

The Prince William County Board of County Supervisors voted 7 to 1 to accept and appropriate state tourism grant funds connected to the LIV Golf tournament and related expenses, following staff's explanation of timing and grant conditions.
Christina Wynne, director of Economic Development and Tourism, told the board the state Virginia Tourism Corporation award required a memorandum of understanding executed before the tournament and that the governor's late budget action delayed the county's receipt of funds. Wynne said the state award structure permits the county to retain up to $250,000 for security and transportation services and that approximately $2.75 million would be passed through to Liv Golf as part of the state-organizer arrangement.
Supervisor questions focused on why the board was appropriating more than the county had spent to date and why the budget amendment is being made after the tournament was held. Wynne and staff explained the timing: the state budget was signed late and the money will likely be received after June 30, so the appropriation is carried into fiscal year 2026. Wynne said the delta between already-approved expenditures and the total award is intended to pass through to the event organizer per state agreement.
The board approved the appropriation; the vote was 7 to 1. A dissenting vote was recorded on the item.
