City staff described the agreement as a one-time $25,000 incentive tied to job creation. Council was told the incentive is conditioned on RTJ completing construction, receiving a certificate of occupancy and demonstrating the equivalent of 16 full‑time positions; staff said the incentive amount is modest compared with projected sales- and property-tax revenues the facility would generate and that, with the project’s projections, the city would recoup the incentive in less than a year.
Councilmember Martinez moved to approve entering into a Chapter 380 agreement with RTJ for the HTO project; the motion was seconded and approved by the council as announced by the clerk. Staff said the city will remit the incentive after the required evidentiary milestones (construction completion, CO issuance and demonstration of required employment) are met.
No public comments were made in the portion of the meeting that followed executive session; staff reiterated that the agreement is contingent upon RTJ meeting the performance benchmarks laid out in the agreement.
