The New Castle County Council Executive Committee voted to hold its periodic group photograph on July 8 at 5:30 p.m. and to hire the photographer listed as option 3, the same vendor the county used for recent swearing-in photos.
Committee members said all three bidders provided digital copies of the group and presidential portraits; the photographer will supply digital files and the county would arrange any physical printing separately. One council member estimated a framed 16-by-20 portrait could cost "probably around 4,500 dollars," and the committee noted that individual additional portraits or prints would be extra (speakers referenced an example fee of $50 for additional prints or personal copies).
Councilor McCarthy seconded the motion to approve the date and photographer; members voted in favor and the motion passed. The county's staff member responsible for receiving photos was identified as Nelly; committee staff advised clarifying copyright and usage terms with the photographer before posting images online.
Michael Wiguyori, identified as council-to-council staff, told the committee the photographer likely retains copyright to the images as the creator and that the county should secure usage rights in the contract if it wants unrestricted reproduction. The committee directed staff to finalize arrangements and to confirm whether the time might change depending on committee schedules.
