The City of Georgetown City Council approved a voluntary annexation of roughly 1.382 acres known in the hearing as the Rock House annexation, bringing 4142 and 4146 Williams Drive into city limits with an initial zoning designation of agriculture.
Ryan Clark, senior planner in the Planning Department, told the council the annexation request seeks the default AG zoning so the existing group-home uses on the site may continue as legal nonconforming uses after annexation. Clark said the property owners requested annexation to access city wastewater service and that the application was complete and consistent with the city's annexation policies and the Unified Development Code (UDC). He noted that by taking default zoning the site will be interim legal nonconforming and will need rezoning or other steps if the owners expand or change uses.
Council opened a public hearing and recorded that no one had signed up to speak. After closing the hearing, a councilmember (name not specified) moved for approval of the annexation and another councilmember seconded; the motion passed as announced by the mayor. The council had previously approved a municipal service agreement for the property on the June 10 consent agenda, per staff remarks.
The ordinance read into the record describes the extension of Georgetown’s boundary limits and the annexation and initial zoning designation of agriculture of approximately 1.382 acres described as part of the D. Ryan Clark explained the site's location as east of the Texas Cave Management Association Nature Preserve, across from Catfish Parlor and near Westland retirement and assisted-living facilities, and roughly half a mile east of the HEB at the Williams Drive/Shell Road/DB Wood intersection in north Georgetown. Clark also summarized UDC section 306 criteria and noted that future rezoning hearings would be required if the parcel seeks expanded or altered uses.
