Bay City presents FY2025 strategic plan update, cites progress across safety, infrastructure and community programs

Bay City officials presented an update on the city's three-year strategic plan for fiscal year 2025, reporting accomplishments and ongoing work across public safety, infrastructure, planning and community engagement and saying the detailed action notes will be posted to the city website.
City staff opened the session by describing the plan's core values (integrity, excellence, transparency) and broad goals (safety; community appearance; civic engagement; infrastructure; planning and development; culture and recreation; operational excellence). The presenters said they will publish the full action notes online and send an email copy to council members, and they plan another formal update in roughly six months with a year-end review.
The presentation grouped achievements under each goal and highlighted items such as a public safety building schematic design, multiple drainage and water projects funded by federal and state grants, downtown façade and banner work, reinstatement of a Keep Texas Beautiful affiliate, a pilot vacant building registry and enforcement effort, expanded parks and recreation programming, and internal cost-savings through more in-house work.
Speakers repeatedly cited grant-funded work and emphasized that many infrastructure projects are in design, permitting or grant-review stages and therefore contingent on permitting and external agency approvals. Staff said the city intends to continue public outreach (website, Facebook, Chamber constant contact) and to post a more complete update in January and again at mid-year.
City officials invited council feedback and flagged upcoming budget workshops (including hotel/motel and health insurance topics). They described this update as an early status report on work begun eight months into the 36-month plan and said the presentation is meant to show progress rather than to take formal action.
The city will post the full strategic plan update on its website and distribute it through existing communications channels; staff also said they will schedule another comprehensive review early next year.
