Council approves alley assessments after amendment removes one parcel owner from the list

The Racine Common Council on June 3 approved a series of alley assessments with one amendment deleting the assessment that would have covered the alley running between Sixteenth Street, Washington Avenue and South Memorial Drive (Owen Avenue corridor).
During committee consideration Alders and staff confirmed the alley in question is impacted primarily by a single property owner who asked that the assessment be removed because the cost would fall entirely on them. Alder Davis and other council members said the owner agreed to meet with Public Works and City Development staff to explore options.
Alder Davis said the plan is to set a time to sit down with public works and city development to see what could be done with the parcel. Alder Weidner said she would support deleting the alley from the assessment roll if the owner cooperates with staff to find alternatives.
Council voted 15–0 to approve the amendment removing the single alley item; the subsequent main motion to adopt the remainder of the assessment list also passed by voice vote with 15 ayes.
The approved assessments cover multiple alleys across the city and will proceed according to the city’s assessment and construction process; where removed, staff committed to follow-up conversations with the property owner.
