The Racine Common Council on April 14 amended the city's investment-policy resolution to make changes to the investment policy subject to approval by the common council rather than solely by the finance director.
The item, listed as 0235-25 and presented by Alder Horton on behalf of the finance director, initially appeared to grant approval authority to the finance director. Council members questioned a potential conflict between the resolution text and language in the investment-policy document itself, which states on page 2 that the investment policy "shall not be altered without permission of the common council of the city of Racine." Finance Director Fischer told the council the policy is intended to be reviewed and approved by the common council.
Alder Kaprielian moved to amend the resolution to replace the phrase "finance director" with "common council," and Alder Weidner seconded the amendment. Attorney Letney confirmed that replacing "finance director" with "common council" would be appropriate. The amendment passed unanimously in the council's electronic vote. The main motion as amended โ resolving that the investment policy requires the permission of the common council โ then passed 14-0.
Council members framed the change as aligning the resolution language with the existing investment-policy document and as preserving council oversight of municipal investment decisions. The finance director and city attorney participated in the floor clarification.
The council did not specify any immediate operational changes beyond the revised approval authority; staff indicated routine investment-policy reviews will continue but that the council must formally approve any future alterations to the document.
