The Racine Common Council voted June 3 to refer a request to repair the historic fountain at Mound Cemetery to the Public Works and Services Committee after members debated whether the matter should first go to the Finance and Personnel Committee.
Supporters of sending the item to Public Works said the department has traditionally managed maintenance and could determine scope and contractors; others argued Finance should review fiscal implications first. Alder Calder Allen moved to send the item to Finance and Personnel; Alders Armand (Mac) and others pushed for Public Works or a joint referral. Alder Allen later agreed to a joint-referral amendment before leadership settled on Public Works going first with Finance to follow if needed.
Council members raised several points: Alders opposing a Finance-first referral noted that the fountain, donated by the Wadewitz family in the 1950s, historically has been maintained jointly by Parks and Public Works and that the immediate need is operational, not purely budgetary. Alder Weidner said the matter had been handled jointly for decades and recommended Public Works as the proper committee. The city attorney explained that committee assignments are guided by standing committee responsibilities and that fiscal notes accompany items moving to final action, regardless of referral.
The council ultimately approved the referral to Public Works and Services, with the committee chair indicating Public Works would review scope and cost estimates and, if necessary, involve Finance later to identify funding.
Council members asked staff to engage with the constituent who raised the request and to prepare cost estimates and potential funding options for committee review. No appropriation was approved at the June 3 meeting.
The item will next appear on the Public Works and Services Committee agenda where staff will present scope, estimated costs, and any recommended funding paths.
