Ivins approves pass‑through of regional wastewater and water‑district rate increases

Council adopted Resolution No. 2025‑07R to pass through a $2 per month increase charged by the St. George Regional Water Reclamation Facility; council discussion noted the action is a stopgap until the city’s new rate study is completed and that the city could elect to offset some or all of the increase but staff recommended a pass‑through to remain consistent with the current rate study.
Council also approved a resolution to pass through an increase from the Washington County Water Conservancy District. Staff recommended a flat 15¢ adjustment to residential bills and showed analysis of alternative approaches (for example, a uniform percentage increase across tiers). Staff said the flat 15¢ option is administratively straightforward and the dollar amounts are small per customer; council approved the pass‑through unanimously.
Councilmembers recorded votes on both resolutions.
Staff noted both rate changes reflect costs imposed on the city by regional providers and will be incorporated into the city’s next rate study.
