Council hears department reports: sidewalk replacement policy, annexation interest, planning staffing and fireworks restrictions

During department reports, city staff and council discussed several operational and planning items the council may act on in coming meetings.
Sidewalks: A resident requested city replacement of a deteriorated sidewalk. Staff described the city’s prior approach of paying 50% of sidewalk replacement on local streets and said some sidewalks (for example, those added for the elementary school project) have been installed fully at city expense. Staff recommended the council prioritize the worst segments for repair; council discussed replacing the low, heavily deteriorated stretch near Main Street and also repairing the sidewalk in front of the Public Works building. Council members raised maintenance considerations for any non-paved landscaping adjacent to sidewalks and noted state-owned road sections are more expensive to work in because of required compaction and approvals.
Annexation and utilities: Councilmember Carl reported a resident (Tony Nelson) expressed interest in annexing into the city and presented documentation about wells and septic approvals for his parcel. Staff noted annexation could open additional development opportunities and make water and sewer connections possible; the council said annexation requests will be evaluated consistent with the city’s annexation plan and prior legal advice.
Staffing and planning continuity: Planner Jay (planning staff) is retiring; staff will issue a request for qualifications to secure engineering/planning support to cover immediate needs and ongoing code work. Staff described plans for temporary coverage while recruiting a permanent replacement.
Fireworks and community projects: Staff said they will return a proposal to repeat prior fireworks restrictions (specific streets previously restricted) for the 2025 season. Parks items noted an Eagle Scout project to add horseshoe pits and a donated picnic table and concrete pad at the Bankhead tree grove. A volunteer group from Salt Lake will help paint bleachers as a service project.
Ending: Council directed staff to pursue priority sidewalk repairs, issue an RFQ for engineering support, and place fireworks restrictions on the next agenda for formal action.
