Staff and council quantified options to reduce the budget gap, including delaying hiring a city planner (estimated $75,000 in general fund savings and $125,000 in restricted savings) and deferring some capital projects.
Councilmembers discussed reliance on restricted building‑permit revenues (work in progress funds from recent large development permits) and interest income that are not permanent revenue sources. Several councilmembers said they preferred setting a lower cap but recognized the council can revisit the number in future years. After debate, Councilmember Gillespie moved to set a cap at $860,000; the motion passed by voice vote.
Staff outlined next steps: continued fine‑tuning of revenue estimates, public notice and a Truth in Taxation public hearing planned for August 14. Council agreed the Arts Commission and other major stakeholders should be informed when the budget and tax notice are published.
