Council adopts 2025–26 operating and capital budgets; projects include pickleball courts, public works property purchase and multiple utility projects

Wellsville City adopted its 2025–26 operating and capital budgets, funding capital projects including a planned purchase of public works property, park improvements, water and sewer infrastructure work and equipment purchases shared across funds.
The Wellsville City Council on June 18 adopted operating and capital budgets for 2025–26 that cover general fund operations, capital projects, water, sewer and stormwater funds.
Scott (staff member) reviewed key capital items included in the adopted budgets: a basketball/pickleball court project at the elementary park (tennis is currently unfunded), purchase of public works property adjacent to the railroad (referred to as the Steve Keriopolis property), the Mini X equipment upgrade shared across roads, water, sewer and stormwater budgets, and multiple water and sewer projects (Well #4, 200 West waterline, chlorine building at Latham Springs, sewer trunk line upgrades, and a master plan update). Scott said the Mini X is used across departments and noted its capital cost is being split between funds.
Council also examined the court budget: Scott presented a projected court expense of $429,307 against revenue of approximately $429,000, meaning the court is effectively breaking even but operating on a tight margin. The council discussed the municipal court’s sustainability, noting state mandates for judicial pay and other costs. Council and public commenters said the city continues to monitor whether its municipal court remains financially viable.
The budgets include a $45,000 fire capital allocation, continued contributions for impact fees based on projected five new homes per year, and several roadway and stormwater repairs including a chip/seal project and localized culvert/ditch repairs.
Council adopted the operating and capital budgets by resolution. Staff said all funds are balanced in the documents and that end-of-year adjustments would again be made if necessary.
