The Hurricane City Council on June 17 approved a zoning change and a development agreement for 2085 South 700 West that will allow a homeowner to operate a multi‑chair beauty salon out of a converted garage while continuing to live on the property.
Applicant Amy Carnell told the council the salon is appointment-only, occupies a self-contained garage conversion and is staffed by licensed professionals who rent booth space. Planning staff said the planning commission unanimously recommended approval and suggested the development agreement address the mixed commercial/residential arrangement.
Council discussion focused on limiting the long-term commercial uses that could occupy the site. Several council members said they were uncomfortable allowing a future owner to convert the property to any general-commercial operation. After discussion the council asked staff to draft a development agreement that permits only a beauty salon (up to four booths) in conjunction with a single-family residence; the right to operate the residence alongside the salon was written to run with the land so future owners could also live in the residence while the salon use continues under the development agreement’s restrictions.
Councilman Kevin Thomas made the motion to approve the zone-change package as revised; Councilman Hershey seconded. The motion carried; one council member recorded an opposed vote grounded on concerns about future ownership and long-term commercial conversions.
Staff noted the development agreement will include parking expectations and building- and fire-code compliance, and the applicant said the property has off-street parking configured to serve staff and clients.
