Members raised safety concerns about a culvert near Jason Brown's property (by Ross Peterson's), saying drivers sometimes pull off the road and "dive right into it." Council members and staff discussed short-term mitigations such as delineator posts with reflectors or extending the culvert away from the travel lane so it is more visible to motorists.
Councilors also examined trail-crossing safety and whether to install yield or stop signage, painted crosswalks, or ground markings to increase visibility where the trail meets the roadway. Staff noted federal or state funding programs may carry specific standards and that appropriate signage helps manage legal risk should an incident occur.
On parks maintenance, volunteers (a group of 36 girls expected next week) were discussed as a workforce for painting picnic tables, pavilions, retaining walls and disc-golf landing markers, and for cleanup tasks such as gutter and sidewalk sweeping. Staff agreed to coordinate tools and assignments (leaf blowers, paint supplies) and to confirm arrival times so volunteers can be deployed efficiently.
Event planning items included tent setup for July 4 (staff said the tent will be put up on Monday at 5:00 a.m. and that volunteers will be asked to assist) and a pending request from the prison for liability insurance documentation for fireworks. A staff member said the city carries a $5,000,000 general-liability policy and that the prison must be listed as additional insured; staff are following up with the event contact and the city's insurer to confirm coverage and any requirements.
Council members asked staff to pursue short-term traffic-safety fixes at the culvert, to research crosswalk/marking options for the trail crossing and to coordinate volunteer work and event insurance documentation before the July 4 weekend. No formal council action on these operational items was taken during the meeting.
