Fairfield council adopts FY2025–26 budget, approves planning appointments and special‑use ordinance

The Fairfield Town Council on June 18 adopted the town budget for fiscal year 2025–26 and approved a set of routine and planning items, including two planning-commission appointments and an ordinance updating special‑use definitions.
The council unanimously approved Resolution R2025‑07, the resolution adopting the Fairfield Town budget for fiscal year 2025–26. A motion to approve the resolution was made during the public hearing on the budget and seconded; councilmembers then voted in favor. The roll-call voice votes recorded were: “Orell, yes,” “Michael, yes,” “Richard, yes,” “Tyler, yes,” and “Holly, yes.”
Councilmembers also appointed two planning commissioners to fill a vacancy: Kelvin Butterfield and Jamie Mascaro were approved by motion and second. The meeting packet and commission report show the appointments filled the seat vacated by Commissioner Heather Strong, who indicated she would resign if a replacement was found.
On the legislative side, the council adopted Ordinance 2025‑12, which updates Fairfield Town Code 10.16 with special‑use regulation definitions. Staff explained that some definitions must remain inside the chapter because the same word (for example, “plot”) carries different technical meanings across chapters; the ordinance moves definitions where they are legally and practically appropriate.
The council approved routine consent items, including minutes for May 21 and June 5, 2025, and financial statements for April 30 and May 31, 2025.
No additional conditions or contingencies were recorded for the adopted budget. The council directed staff to carry forward next steps for implementation of the budget and to place a resolution to join the Utah County CDBG program on a future agenda.
