Committee approves $32,400 for phase 2 environmental assessment at old Saint Gabriel site

The Executive Committee approved $32,400 from the Brownfields County Assessment Fund for a phase 2 environmental assessment at the former Saint Gabriel church and school site.
County staff said the phase 2 work — including a geophysical survey, soil and groundwater sampling, groundwater monitoring wells, drum disposal and well abandonment — is intended to locate potential underground storage tanks and determine whether leaks have caused contamination. The parish will provide a 20% match of $6,480. County staff reported the site has used about $44,000 of Brownfields assessment funds to date.
The motion was moved by Supervisor Schwab and seconded by Supervisor Schulteis, and the committee approved the request by voice vote. Staff cautioned that the DNR often requests a second round of groundwater samples; in the broader brownfields program the committee discussed emerging contaminants such as PFAS and said additional funding requests have occurred at other sites when regulators required further analysis or remediation.
County staff described the site as “truly a blighted site” that has been vacant for several years and said the phase 2 work would provide needed information to determine whether remediation is required and what form it might take.
