The Florence City Design Review Board approved a certificate of appropriateness permitting Cumberland United Methodist Church to replace its existing monument sign with an internally lit LED monument sign at 163 South Coit Street.
City staff presented the proposed sign, describing it as a 6.5-foot-tall monument with an LED panel about 6 feet 7 inches wide and 4.5 feet high. Staff noted the sign will sit on a foundation and that the applicant has not yet proposed brick facing around the base. "When I first saw the picture, it kind of looks like a television," a staff member said while explaining the cabinet and narrow pole structure of the new design.
Staff told the board the property is located in the Downtown Overlay District and Central Business District. While the city’s new design guidelines now prohibit changeable-message and flashing signs in all overlay districts, staff said the church’s application was submitted before the new guidelines took effect. The board discussed precedent: the board previously approved a reader board in the D2 overlay district at its March 12 meeting.
During discussion a board member asked whether the church planned decorative brickwork around the base; a representative said the sign will be installed on a foundation and that final details such as brick facing are not yet decided.
A motion to approve the application "as submitted" passed; the transcript records a voice vote with "All in favor? Aye." Staff later indicated the certificate would be issued.
