Clark County council schedules work sessions on wetland fees, stormwater capital plan and affordable-housing report

Clark County councilors on Wednesday directed staff to schedule work sessions this summer and fall to review several policy items ahead of the 2026 budget process: an update to the wetland and habitat fee structure, the 2026–2031 stormwater capital plan, and an overview presentation on an affordable housing planning committee report.

County staff said the wetland and habitat fee update, the first in many years, has reduced the program’s reliance on the general fund. "Part of the commitment with all of our fees is to bring this back and have a review annually during our annual budget process," staff said. The council agreed to a roughly one-hour work session for that item.

Public Works asked for a work session on the stormwater capital plan, which is submitted annually to the state and addresses some state requirements. Staff described the session as an opportunity for early council feedback before a future hearing and inclusion in the budget process.

Councilors also asked Community Services (DCS) to arrange a high-level overview of the findings from the Clark County Affordable Housing Planning Committee, a community-led effort that produced a 50-page report. One councilor noted the report exists and requested a concise presentation so the public and other council members can absorb the key findings without reading the full document.

Why it matters: These work sessions will inform decisions that feed into the county’s budget and compliance with state programs. The wetland fee review and stormwater plan touch on capital needs and state-mandated requirements; the affordable-housing overview is intended to increase council and public awareness of recommended actions from a multi-stakeholder committee.

Staff will return with schedules and materials for the requested work sessions.
