North Platte council approves consent items, warrant financing and snow-removal update

North Platte City Council members on Tuesday, June 17, 2025, approved a package of routine consent items, designated First Interstate Bank as a warrant lender and authorized payment warrants to three contractors, while also adopting an update to the city's snow-removal program to reflect ordinance 91.21.
The approvals came during the council's regular meeting at city council chambers and were handled largely by motion and voice vote. Councilmember Garrick moved approval of the consent agenda (except item f); Councilmember Reeker seconded. The consent items approved included liquor-license applications and transfers referred to the Nebraska Liquor Control Commission, appointments and reappointments to the board of adjustment, and two grant applications: a 2025–2027 grant application to the Nebraska Department of Roads for North Platte Public Transit and a fiscal-year 2025 Certified Local Government grant application with the Nebraska State Historical Society.
The council removed one consent item (item f) for separate consideration. That item — an application by North Platte JC's for a special designated license for Platte River cruise night on July 12, 2025 — passed on a subsequent motion by Garrick with a second by Flanders; Councilmember McNew recorded an abstention on that vote.
Separately on the regular agenda, the council approved an update to the North Platte snow-removal program so that the city's operational plan aligns with Ordinance 91.21. The motion to approve the update was offered by Garrick and seconded by Reker; the item passed.
The council also approved a resolution designating First Interstate Bank as a warrant lender and authorizing execution of a warrant purchase agreement that incorporates terms of Ordinance No. 3874. Councilmember Reeker moved the resolution; Councilmember Garrick seconded. Jean Nunn called the question and the resolution passed.
A subsequent resolution authorized issuance of three warrants to pay approved claims: to Myers Construction Inc. for $119,003.67; to Level LLC for $25,408.55; and to Van Kirk Brothers Contracting for $100,292.85. The motion was made by Garrick and seconded by Reker; the council approved the resolution.
Councilmembers also moved to approve the city claims for payment (motion by Reker, second by Nisley); the claims were approved. After the business was concluded the mayor closed the meeting and reminded members of the mayor's prayer breakfast Thursday morning.
Why it matters: The warrant financing designation and related warrant issuances authorize short-term financing and payment for city-contracted work. Updating the snow-removal program to match Ordinance 91.21 clarifies enforcement and operational expectations for sidewalk snow removal within North Platte.
