The Torrington City Council voted June 17 to award the Harrington Avenue reconstruction contract to Yield Industries LLC of Torrington for $1,942,871 and authorized up to $75,000 in additional expenditures for quantity fluctuation and contingencies. The project is funded through the city’s pavement management bond program.
Why the award was recommended
The city engineer and public-works director recommended the award; the submitted low proposal was below the city’s engineer estimate. Staff explained the bid environment is seasonal and that contractors are often fully engaged this time of year; the selected contractor, Yield Industries, currently has work in the city and offers mobilization and local staffing advantages.
Contingency and quantity fluctuation language
Council approved an amendment to explicitly allow expenditures up to $75,000 to cover quantity fluctuations and unforeseen yet ordinary construction contingencies. Staff said that because unit-price contracts pay for measured quantities installed in the field, final amounts can vary; the contingency covers those variations and limited change orders.
Coordination and reimbursements
Staff noted the road includes trench areas where Eversource previously excavated; the city will seek fair-market restitution from Eversource for permanent trench restoration work where applicable to offset paving costs.
Next steps
The city will execute the contract, schedule work and coordinate with Eversource as needed. Staff expects construction to begin as soon as mobilization and permitting allow and will report progress to council.
