Monroe County to apply for FY2025 Emergency Solutions Grant; commissioners approve certification

Kwanzaa Smith, the county grants manager, told commissioners the county plans to apply for $510,560 in ESG funds; subrecipients must provide dollar-for-dollar matches, creating a combined program total of $1,021,120.
Smith listed agencies included in Monroe County’s collective application and the amounts each requested: Family Promise of the Poconos ($82,450 for emergency shelter); RHD Street to Feet ($77,828 for street outreach and an additional $101,828 for emergency shelter and day center operations/coordinated entry); Stroudsburg Wesleyan Church ($60,000 for emergency shelter/cold weather shelter operations); SAFE Monroe ($15,000 for emergency shelter); PATH (Pocono Area Transitional Housing) ($105,000 for rapid rehousing); and Pike County Human Services (a new partner) requesting $20,000 for rapid rehousing and $30,000 for homelessness prevention.
Smith summarized proposed service targets: 40 households served through street outreach, 514 households served through emergency shelter funds, 45 households served with rapid rehousing funds, and 10 households through homelessness prevention funds.
Commissioners voted to approve chairman John DeChristi to sign certification documents for the FY2025 ESG application. The vote carried without recorded opposition.
