Monroe County adopts FY2023 CDBG modification to fund Maple Ave., Berwick Heights road work in East Stroudsburg

Monroe County commissioners on June 18 approved a resolution modifying a fiscal year 2023 Community Development Block Grant (CDBG) to shift $129,302 from a housing rehabilitation project to street and road work on Maple Avenue and Berwick Heights Road in East Stroudsburg Borough.

Jen Stroup, who presented the request on behalf of the county Redevelopment Authority, said East Stroudsburg previously proposed 19 ADA ramps but only four were approved, and the borough elected to advance the road project instead. Stroup said the same street improvements were already included in the borough’s FY2024 CDBG program; the modification moves the funding forward to complete the FY2023 project first.

“...we're bringing it to the commissioners, to see if there's any comments, concerns, or questions as we look to get approval of a resolution to modify the FY23 community development block grant changing the activity from housing rehabilitation in the amount of $129,302 to a street and road project completing Maple Ave and Berwick Heights Roads in East Stroudsburg Borough,” Stroup said.

Commissioners voted in favor; the chair called for the question and the motion carried. The record shows the county considered Maple Avenue and Berwick Heights Road eligible as feeder roads under the CDBG rules referenced in the presentation.

The modification was certified by the Redevelopment Authority and brought to the commissioners after the borough held its own public hearings and adopted a local resolution. Commissioners did not amend the project scope at the meeting.

The county clerk will advertise the public hearing record for the modification per the Redevelopment Authority request.
