Commission approves Majestic Sands Unit 1 subdivision in El Paso extraterritorial area with landscaping condition

The City Plan Commission on June 18 approved a major combination subdivision, Majestic Sands Unit 1, in the city’s extraterritorial jurisdiction east of Joe Battle Boulevard and south of Pelicano Drive.
Planning staff member Mirna Aguilar explained the proposal: the applicant would subdivide 8.46 acres into 38 single-family lots and one 0.77-acre drainage pond. “Stormwater drainage will be managed by surface run off to the drainage pond site provided by the subdivision,” Aguilar said. Staff recommended approval with a condition requiring the applicant to landscape rear and all double-frontage lots in accordance with Section 19 of the El Paso City Code.
Commission discussion focused on walkability and access. Commissioner Carrillo and others raised concerns about connectivity and whether the development would be car dependent; staff and the applicant noted the site is in the county rather than inside city limits, and county subdivision standards differ from city zoning rules. Applicant Alan Herrera of CA Group said the team concurred with staff comments.
A motion to approve, including the staff-prescribed landscaping condition, passed on a recorded vote. The transcript records commissioners opposing the item (two nays) while the motion carried with five yeas.
The approval is conditioned on the landscaping requirement for double-frontage lots; the applicant must comply with the master conditions in the staff report and any platting requirements for improvements and drainage.
