Florence council denies Country Cabins concept plan for Burlington Pike site after developer presentation

The Florence City Council on June 10 denied a proposed change of concept development plan that would have allowed Country Cabins to operate a display/retail lot at a 0.698-acre site on the south side of Burlington Pike between 7673 and 7777 Burlington Pike. The council unanimously rejected Ordinance O-12-20-25 on second reading and then adopted municipal findings (Municipal Order MO-8-20-25) to deny the applicant's request.
Developer representatives spoke during the meeting but were limited to testimony already in the record. Jacob Bergman of NAI Bergman, representing the owner and the Country Cabins applicant, described the site's long history of vacancy and physical constraints and urged the council to view Country Cabins as a viable low-traffic use. "My name is Jacob Bergman. I'm with the real estate firm, NAI Bergman," he said, and described efforts to clean up the site, remove a front monument sign and make pavement improvements. Bergman said the parcel's small size (0.69 acres) and limited access have discouraged other redevelopment options over more than two decades.
Council discussion noted the item had been considered by the Planning and Zoning Committee and had been brought forward without a positive recommendation. On the roll call for Ordinance O-12-20-25 the recorded votes were: Wingo no, Chambers no, Wynne no, Whelan no, Schneider no, Cable no — the motion to approve failed. Council then voted 6–0 to adopt findings of fact and a municipal order (MO-8-20-25) that deny the Country Cabins request and reject the Boone County Planning Commission's recommendation for approval.
The municipal order and the ordinance exhibits, including the planning commission record and the council’s findings of fact for approval and denial, are available for inspection at the City Clerk’s office, Florence Government Center, 8100 Ewing Boulevard, during regular business hours.
Ending: The denial means the site remains subject to its existing concept plan and zoning; any future application would need to address the access, size and traffic constraints discussed at the meeting.
